President’s Report
Local 2068
August 1, 2017 thru September 27, 2017

August 1 – 0800 hours, met with our attorney at the Local Office reference an upcoming Civil Service Hearing. 1000 hours, attended and participated at the FEA Office reference the Retirement Coalition. 
August 2 – Attended the Civil Service Commission hearing for one of our members.
August 3 – 0830 hours – Attended a meeting with a county consultant and the SA4FE co-chair regarding qualities requested in the next county executive. 1030 hours – Met with Supervisor Penny Gross concerning the various retirement “rumors” plaguing the county and our membership.
August 6 thru 10 – Attended and participated at the IAFF Redmond/EMS – Health and Safety Conference in Vancouver, British Columbia.
August 14 – Made station visits at Fire Stations 429, 402, and 430.
August 15 – Made station visits at Fire Stations 442 and 429.
August 16 – Attended the Civil Service Commission hearing for one of our members.
August 17 – 0930 hours – Met with several IAFF staff members regarding Supervisor Herrity’s attacks on our retirement plans and effective ways to “Fight Back!” 1830 hours – Attended and briefed members at DPSC during roll call about the retirement rumors, the FY2018 budget, getting involved in your UNION.
August 22 – 0800 hours – Attended and chaired the monthly Executive Board meeting. 1330 hours – Attended and participated on behalf of our members regarding an EMS Inquiry Review. 1500 hours – Met with Supervisor Cook concerning our retirement plans.
August 23 – 0900 hours – Hosted a media conference at FS429 for our endorsed candidate for Virginia Governor -Lt. Governor Ralph Northam. Thanks to Brothers Flanigan and Lopez for their attendance and participation. 
August 24 – 1000 hours – At the Local Office. 1900 hours – Attended and participated at a fundraiser for Karen Keys-Gammara.
August 25 – 1300 hours – Attended the FF of Year Award – Congrats Brother George Hahn. 1930 hours – Attended and participated along with several members of Local 2068 – Fundraiser for Ralph Northam in Vienna.
August 28 – 1000 hours – at the Local Office. 1930 hours – went by FS417B to visit with the members and to check on the status of the kitchen.
August 29 – 0545 – 0945 hours– worked the polls at Robinson H.S. for endorsed candidate Karen Keys-Gammara. 1000 hours – Met with FC Bowers about several issues/concerns. 1700 hours – Attended a Fundraiser for Ralph Northam at Bobby Vann’s, Washington, D.C., with Brothers Robert Young and Colin Flanigan.
August 30 – Attended the Civil Service Commission hearing for one of our members. 1630 hours – Attended and participated at the SA4FE Coalition reference our retirement.
August 31 – 1100 hours – Attended and participated at the MDA Kick-Off at FS405C. 1630 hours – Met with Teri Flynn, Risk Manager, and Lisa Marston, Claims Manager, reference Teri’s retirement.
September 1 – 1030 hours – Attended the Wreath Laying Ceremony at the Tomb of the Unknown Solider reference the Suicide Awareness. 1400 hours – Stopped in the Local Office to thank everyone for assisting with the MDA efforts. 
September 3 – Out collecting for Fill-the-Boot while on duty.
September 6 – 0800 hours - Attended and chaired the monthly General Membership Meeting, however, no quorum.
September 8 – 0800 hours – Spoke to thank those in the attendance for attending the Behavioral Health Summit at the Dulles Hilton. 1000 hours – Participated in the making of the Retirement Video that was sent out to the membership. Thank you IAFF for all your assistance.
September 10 – Visited Fire Stations 411, 409, and 424.
September 11 – May We Never Forget. 0900 hours – At the Local Office. 
September 13 – 0900 hours - Met with Supervisor John Cook. 1200 hours – IAFF Governmental Affairs Staffer, Shannon Messier and I met with Congresswoman Barbara Comstock at a fundraiser concerning SAFER and AFG Grants. We have Barbara’s support!
September 15 – EOS for Brother Dave Sellers, EMS402B (24 hours). 100 hours – On Telecon with our lawyer and several of our members (BFCs).
September 18 – 1000 hours – Meeting with FC and his administration reference Tuition Reimbursement, at Massey Building, 7th Fl Conference Room. 12 noon – SA4FE Co-Chair and I met with Supervisor Jeff McKay reference the upcoming Oct. 3rd BOS – Personnel and Reorganization Committee Meeting – Discussion on Retirement.
September 19 – 1100 hours – Presented to the recruits at DPSC about joining Local 2068. 1230 hours – CA Martin, Maria Canterbury, and I met to discuss getting TRowe move involved in the community and how TRowe is getting out to the membership. 1530 hours – Meeting with several of the SA4FE Coalition members at the FEA Office. 1900 hours – Worked EOS for Brother Dave Sellers (12 hours).
September 22 – 1000 hours – Met with Teri Flynn, Risk Manager, Lisa Marston, Claims Manager, Jim Brinkley, IAFF Staff, and staff at the IAFF Center of Excellence to discuss Behavioral Health and advanced cancer treatment regimens for workers’ comp and nonworkers’ comp claims for our members.
September 26 – 0800 hours – Attended and chaired the monthly Executive Board Meeting. 1630 hours – Attended and participated at the SA4FE Coalition Meeting at Local 2068’s Office.
September 27 – 1000 hours – Attended and participated at the monthly Uniformed Retirement System Board of Trustees Meeting. While the entire meeting was positive, there was a review and subsequent statement from our retirement systems ‘actuary and I quote – “Your Plan is in Terrific Shape!”

  • Attended an EEO Investigation Interview with a member.
  • Met with Executive Assistant Matt Lopez.
  • Assisted with the Chairman's Reception at the Government Center.

President - December 2016

October 25 thru 28 – Attended and participated at the NCPERS Public Safety Retirement Seminar in Palm Springs, CA.
October 31 – Went by Fairfax Hospital to see a retired member in the ICU. Spoke to the Campaign Manager for Supervisor Foust in preparation for Tuesday’s Election.
November 1 – Went by the funeral home to pay our respects to Brother Jack Acre.
November 2 – Attended and participated in the Arlington County, Va. Diversity and Equity Conference. Went by the Campaign Offices for Gross and Foust to pick up supplies for our members assigned to working the polls for tomorrow’s Board of Supervisors Election. Additionally, I went by our Workers’ Comp Attorney to drop off information/paperwork from one of our members for his review.
November 3 – Worked the polling locations for several of our endorsed candidates to include Supervisors Gross and Foust. 1300 hours – I attended Cooper Middle School, in McLean, along with the Fire Chief and several of our members a recent ROSC incident for a 14 year old male. It was great to see him and his family – excellent work by all! I went back to the polling locations to assist our endorsed candidates. Attended and participated at the Victory Party for Supervisor Penny Gross in Annandale, then later traveled to other Victory Parties for our endorsed candidates. All but one of our endorsed candidates were elected or reelected – thank you for everyone’s assistance and support to our political candidates.
November 4 – Attended and chaired the Local’s Monthly General Membership Meeting. I received several phone calls from our endorsed candidates thanking us for supporting them.
November 5 – Went by Fairfax Hospital’s ICU to see one of our retired members. Prepared an email Election Summary of Tuesday’s results to the membership. Went by the Local Office.
November 6 – At the Local Office.
November 10 – 1230 hours – had lunch with a retired member to discuss some issues/concerns. 1400 hours – at the Local Office.
November 12 – At the Local Office. 1700 hours – met with the Fire Chief to discuss/follow-up on some issues/concerns.
November 13 – Visited the members at FS440, FS417, and FS415. 
 November 17 – 0800 hours – met with a member at the Local Office to discuss some ideas for the membership. 0930 hours – went to the Board of Supervisors Meeting for the MDA Presentation/Recognition. Great work everyone! 1600 hours – met with County DHR, Susan Woodruff, about the upcoming promotional process at DPSC.
November 19 – 1000 hours - attended and participated at the Monthly Uniformed Retirement System Board of Trustees Meeting. 1100 hours – I excused myself from the retirement board meeting to attend the funeral of Brother Cliff Rodgers – May You Rest In Peace Brother!
November 21 – 0800 hours – met with a member at FS442 about a concern he had. 1000 hours – attended and participated in the funeral for Brother Milton “Goldie” Goldsmith – May You Rest In Peace Brother! 1800 hours – attended and participated in Brother Feehan’s 40 Years of Service Retirement Party in Leesburg, Va. Great event and may you have a long and healthy retirement Brother!
November 23 – 0700 hours - sat in the promotional orientation at DPSC.
November 24 – 0800 hours – attended and chaired the Local’s Executive Board Meeting – invited the 3 candidates running for the IAFF’s General Secretary/Treasurer Position coupled with the 3 candidates running for the IAFF’s 4th District Vice-President Position. Additionally, other IAFF Locals from the COG region were invited and attended. VPFF candidates for President and Secretary/Treasurer were also in attendance. Great candidates and great participation. 1400 hours – went to the IAFF Headquarters to meet with Assistant to the GP Jim Ridley about some upcoming programs. 1700 hours – met with Supervisor-Elect Dan Storck (Mount Vernon District).
November 25 – While on Annual Leave – 0700 hours – sat in the promotional orientation at DPSC. 0900 hours – went by County’s DHR, spoke with Susan Woodruff and Deputy County Executive Dave Rohrer about the upcoming promotional process at DPSC.
November 26 – Happy Thanksgiving Everyone!
November 30 – Attended EMSCEP while off-duty and went by the Local Office to catch-up on several items.
December 1 – 0900 hours – Went to the Smithsonian, Washington, D.C., along with Brothers Kobersteen and Brandell for the donation of MDA memorabilia to the Smithsonian. 1100 hours – attended the graduation of Joseph Konczal, son of Brother Bob Konczal, from the Alexandria Fire Department Recruit School. Congratulations Joseph – most certainly Fairfax County’s FRD loss. All the best for a long and healthy career! 
 December 2 – Attended and chaired the Monthly General Membership Meeting – the membership recognized VA Senator Toddy Puller (D) and VA Delegate Tom Rust (R) for their years of support as it relates to firefighter and paramedic issues. Congrats to both of you and you will be sorely missed. Attended and participated at the Annual VA General Assembly Luncheon at PJ Skidoo’s – all state elected officials and their staff were invited to not only “break bread” but to learn and ask questions about the VPFF’s and Local 2068’s Political Agenda for 2016.
December 3 – 0830 – had coffee with Supervisor John Cook (R) to discuss him being the next Chairman of the County’s Public Safety Committee and to build/strengthen our working relationship. Good Meeting!
December 4 – Attended and participated in the 30 Years of Safety within the FXCO FRD. Thanks to all who have built this stellar and effective program(s).
December 5 – Attended Brother Willie Bailey Post-Election Celebration in Alexandria. Congrats Brother and all the best to you while you serve the residents and visitors of Alexandria City.
December 8 – Had lunch with Newly Elected Supervisor of the Sully District – Kathy Smith (D) to discuss the upcoming budget, our issues, and building a working relationship. 1500 - Attended Supervisor Gerry Hyland’s (D) Holiday Gathering at his office with Brothers Flanigan and Slaymaker. 1730 – Attended Supervisor John Foust’s (D) Holiday Gathering at his office. 1830 – Attended Supervisor John Cook’s (R) Holiday Gathering at his office.
December 9 – At the Local Office
December 10 thru 13 – Attended and participated at the NCPERS Executive Meeting in Austin, Texas.
December 14 – 0830 – Attended the last day of Brother Elton Wright at the Academy, retiring from the Department. All the best in retirement Brother! 1100 – Attended and participated in a meeting with the FC, AFCs, Brother Ron Kuley, and the other employee groups. At Local Office after the meeting.
December 15 – 1100 – Attended the Annual Toy Drive at FS411. Outstanding job Brother Willie Bailey along with all the assistance and sponsors! “Putting smiles on the kids faces!”
1800 – Attended the swearing in of the Board of Supervisors at the Gov’t Center.
December 16 – 0800 – Attended the required EMS Supervisors Meeting at the Burkholder Building. 1000 – Attended and participated at the Monthly Uniformed Retirement System Board of Trustees Meeting.
December 18 – Out of town, addressed the concern/issue with a congressman wearing a Local 2068 shirt at an anti-NRA rally.
December 21 – At the Local Office.
December 22 – Attended and chaired the Monthly Local 2068 Executive Board Meeting and the Holiday Gathering/Luncheon.
December 23 – 1100 – went by FS440 and visited the members on C-Shift. 1330 – Brother Bob Konczal and I visited Brother Al Doughty in Fairfax Hospital.
December 24 – Prepared an email/FB post – Christmas/Holiday Message to the Membershp.
December 25 – Merry Christmas Everyone!
December 26 – 1600 – Went by Fairfax Hospital to visit with Brother Al Doughty – looking and feeling better, spirits are up, and prayers are being sent his way.
December 27 – 30 – Spending some quality time with family and friends during the Christmas/Holiday Season.
December 31 – Happy New Year Everyone!

My 3 Goals/Objectives for the Membership in 2016 –

1- Continue to look/enhance ways on to protect, detect early, and treat occupational illnesses/diseases.
2- Enhance compensation and benefits while protecting our pension.
3- Continue to improve/enhance our communication/information to the entire Membership!

August 21 – At Local Office, Brother Flanigan and I attended Sister Felicia Manns’ Retirement Party in Richmond, Va

August 24 – At Local Office, spoke with Fire Chief reference some follow up items/concerns

August 25 thru 28 – Attended and participated in the IAFF’s Redmond Health & Safety Conference at National Harbor, MD

August 30 – Daughter, friends, and I participated and completed the Annual Annapolis, MD 10-Mile Race

September 1 – At Local Office

September 2 – 0830 - Attended and chaired the monthly General Membership Meeting. 1200 noon attended and participated in the MDA “Kick-Off” at FS405.  Shout out to Delegate Tim Hugo (R- 40th District) who presented the Local and the FRD with an MDA Resolution from the VA General Assembly.  Thank you Delegate Hugo!

September 3 – Attended the “Backpacks for Kids Program” at FS411 – once again awesome job by Brother Willie Bailey and so, so many others.  1500 hours met with Supervisor Foust’s campaign manager to discuss strategy.  

September 4 – Met with Supervisor Hudgins to discuss campaign strategy.  Stopped by the local office to thank everyone for helping with this year’s MDA efforts.

September 5 – Boots on the ground out collecting for MDA.

September 6 – Stopped by the local office to thank everyone for their assistance with MDA.

September 7 – Boots on the ground out collecting for MDA.  Spoke to a member reference a workers’ comp issue.  Stopped by FS411 to meet with the troops.  Stopped by the Progressives Cook-Out at Ft Hunt Park – thanks for the invite and it was great to see everyone!  Local 2068 raised over $615K for MDA – thank you everyone for your commitment to the cause.

September 8 – 0800 hours – met with a member and Risk Management to discuss the member’s workers comp claim.

September 9 – 0900 hours – met with Supervisor Penny Gross to discuss the upcoming Budget Committee Meeting reference our issues.  1030 hours – met with Supervisor McKay to discuss the upcoming Budget Committee Meeting reference our issues.

September 10 – 1000 hours at the Local Office meeting with Brother Kuley, office staff and our accountants – 1230 hours met with the Fire Chief and some of his staff reference personnel issues.  1830 hours – attended and participated in Jennifer Boysko’s fundraiser for the House of Delegates – 86th District vacated by our friend Delegate Tom Rust (R)

September 11 – 1300 hours - Attended the Board of Supervisors Budget Committee Meeting at the Gov’t Center discussing the FY2015 Carryover scheduled for Tuesday, September 22nd.

September 12 – Went to Watkins Park in PG, MD., to support the Local’s Softball Teams at the MDA Tournament.  Thanks to everyone who came out to play and those who came out support our players.  1900 hours – attended and participated in the Annual “Crab-Fest” fundraiser for the Mason District.

September 15 – 0900 hours - attended and participated in a meeting at the Wel-Fit Center. 1230 hours met with Supervisor McKay to discuss our issues/concerns.

September 16 – 0900 hours – attended and participated in the halls of Congress – lobbying for the Re-Authorization of the Zadroga Act – the 911 Bill.  1800 hours – attended a fundraiser for the 8th Congressional District.

September 17 – 0900 hours – dropped off paperwork to our workers’ comp lawyer reference a member’s claim.  Met with a member at the member’s fire station to discuss the member’s grievance.  1800 hours – attended and participated in the monthly Central Labor Council’s Eboard and General Membership Meetings.

September 18 – 19 – Attended the Annual Fallen Fire Fighters Memorial in Colorado Springs, CO., honoring and memorializing our Fallen Brother David “Art” Staub.

September 21 – Worked EOS at EMS402B.  1330 hours – introduced Local 2068 to the 139th Recruit School at the Massey Building.

September 22 – 0900 hours – attended the Board of Supervisors meeting at the Gov’t Center.  1100 hours – testified before the BOS on behalf of the membership resulting in the flu shots for CY2017, the use of REC centers, and the functional movement screening placed back into FRD’s budget.  Additionally, the BOS directed the County Executive (Ed Long) to place in his FY2017 Budget the elimination of the 2 year hold in Step 8 and the reduction/elimination of the Social Security Off-Set in the next 3 years.  Reduction of 5% each year until it’s eliminated.

September 23 – Successfully completed the Work Performance Evaluation – time 6:35!  Attended and participated at the monthly Uniformed Retirement System Board of Trustee’s Meeting.

September 27 – Successfully finished a 10K in Pittsburgh with my younger brother.

September 28 – 29 – Attended the required FRD/COG Command Training at FS403.  Left for the VPFF’s Educational Conference in Virginia Beach, VA.  

September 30 – Attended and participated at the VPFF’s Board of Director’s Meeting in Virginia Beach, VA.  Local 2068 successfully defeated a proposal to move Local 2068 into our own district while the Vice-President in our district would not be compensated.  Additionally, we were able to successfully endorse Delegate Tim Hugo (R) on behalf of the VPFF – the motion was passed unanimously.  

October 1 – 0800 hours - Met with Supervisor Penny Gross’ campaign manager.  At the Local Office

October 2 – 1100 – Went by the Academy to present to the 139th Recruit School to join Local 2068.  Thanks to Brother Slaymember for his assistance/presence at the presentation.

October 3 – 1000 – Accompanied a member with a disciplinary proposal.

October 5 – 0830 – met with a member and Retirement Agency Staff reference a member’s concern.  1430 – placed 4 x 8’s signs for Penny Gross with her campaign manager and Brother Flanigan.

October 7 – 0830 hours – met with Supervisor John Foust reference his campaign.  1900 hours – attended and chaired the monthly General Membership Meeting.  At the meeting we honored Supervisor Gerry Hyland for his 28 years as Mt. Vernon Supervisor and supporting our issues.  Congrats Gerry – you will be missed.

October 8 – At Local Office –

October 9 – 0845 - Met with the Fire Chief reference disciplinary issue with a member.  0900 met with the FC, AFCs Burke and Dyer, DFC Ryan, Merv Barrera (Hispanics), and Pat Kelly (Officers) at Massey Building

October 10 – 0830 – Assisted endorsed political candidates at the Central Labor Council (CLC) with Labor Walks – went/assigned to Alexandria City to knock on doors in support of Brother Willie Bailey.  1130 – assisted with Supervisor Gerry Hyland’s Lobster-Fest in the Mt. Vernon District.

October 11 – My youngest daughter, her boyfriend, and I complete the Army 10-Miler Race

October 12 – 0900 – went by Supervisor Foust’s campaign office to pick up yard signs and residence assignments.  1400 – went by Kilroy’s for Local 2068’s Fall Get Together.  Excellent time and thanks to everyone who came out.  1630 – went by the Wel-Fit Center to welcome our USAR Team home from their deployment to South Carolina – WELCOME HOME!

October 14 – Stayed around to talk/update the members at FS442B reference current union issues.  1100 – Went by DPSC to present to the recruits reference joining Local 2068.

October 15 – Went FS421A to congratulate Brother Tom Feehan on his Forty Years of Service and his Forty Years as a Local 2068 Member – Congrats Tom and all the best to you and yours!

October 16 – 1200 – Completed the “Long Walk” with County Executive Ed Long around the Gov’t Center. 1845 – went by the Gov’t Center to congratulate our members on their promotions and/or years of service.  1930 – Attended Supervisor Foust’s campaign fundraiser in Herndon with Brother Colin Flanigan.

October 17 thru 18 – Attended the LODD Memorial Service to the 2 Fallen Brothers of Kansas City’s FRD/Local 42 on behalf of Local 2068.  Worked EOS (1900-0700) for EMS402B.

October 19 – Stayed around to talk/update the members at FS442C reference current union issues.  Went to Local Office

October 20 – 0800 - Participated and chaired the monthly Local 2068 Executive Board Meeting.

October 21 – Attended and participated at the monthly Uniformed Retirement System Board of Trustees Meeting.

October 22 thru 23 – Attended and participated at the National Fallen Fire Fighters Conference on Occupational Cancer(s) at the Pentagon City Sheraton Hotel.

Grievance Director - January 2016

1/3 Phone calls with 8 members regarding Capt. 2 exam issues.

1/3 Purchased food at Costco for upcoming EMS conference, refreshments sponsored by Local 2068.

Numerous Phone calls, (hours of talk time) with Nemo, Kuley, multiple members, emails, text, and personal meetings regarding Capt. 2 testing problems, and possible resolution.  Spoke with multiple members fielded questions regarding: EMS committee, civil service exams, political issues.

1/6 General Membership meetings, DPSC issues, counselled member regarding PIP.  Again numerous Phone calls, emails, text, & personal meetings regarding Capt. 2 testing problems.

1/7 Attended VPFF Legislative Conference in Richmond.  Meeting with DPSC training rep to discuss upcoming grievance. Emails with member about meeting with FC.  Emails regarding Capt.2 testing issues.   Administration issues with members dropping out of the union, working to have them rejoin. 

1/8. Multiple calls regarding PIP of two separate members. Phone call with Simcoe.  Small group strategy meeting with grievance committee members.   Advised another member about their rights and responsibilities as a supervisor. Counselled and offered to help review documents.

1/9  Several emails about Capt.2 test issues.  Questions from members requesting reimbursement for fees to attend conference.
 
1/10 Several emails dealing with DPSC issues.

1/11 Continuing emails regarding Capt. 2, along with phone calls with two members.

1/12 Emails, phone calls regarding DPSC issues.

1/13 Questions about Capt. 2: score changes, multiple calls to union office, DPSC, Kuley, Nemo.

1/14 IAFF Alts plans, phone calls and emails.  Fielded questions about conference.

1/14. Emails counseling member with written reprimand.  ALTS coordination. Review proposed document changes in county polices.  Emails with Union attorney.

1/16 Travel to IAFF Alts conference in FL.
